High signal	Congress cannot make enacted fiscal or legal constraints effective, or is prevented from meeting through coercion outside constitutional process.	This removes a major autonomous veto point.
Critical threshold	Legislative independence exists only nominally and cannot alter law, money, oversight, or succession outcomes.	That supports a transformed-regime hypothesis only when combined with other institutional failures.

Common false positives

Do not over-read.

A shutdown or continuing resolution is not the same as congressional extinction.
Party-line voting is not evidence that Congress has lost legal autonomy.
A failed impeachment or failed bill does not prove incapacity.
Continuity arrangements should not be mistaken for illegitimate replacement of elected institutions.
