Non-Factional Neighborhood Charter

Form revision1.0
PrivacyPublic charter; keep participant private data separate
Review cadenceReview before adoption and after any emergency role expansion

Mutual aid can preserve essential functions without becoming a political loyalty system. This template creates a narrow, reviewable scope and makes handover, privacy, correction, and expiration part of the design from the beginning.

Charter commitments

We provide continuity assistance based on need, not political loyalty.
Participation is voluntary. Receiving help does not create membership or ideological obligation.
We do not operate an armed or coercive enforcement arm.
We collect only information necessary to provide the agreed service and protect it from unrelated use.
We publish our scope, roles, basic finances, and inventory rules.
Leadership and emergency roles are reviewable and, where practical, rotating.
We distinguish verified information from rumor; correction is not treated as disloyalty.
We coordinate with legitimate public, private, nonprofit, and humanitarian services where possible.
We maintain handover documentation and reduce or dissolve emergency structures when they are no longer needed.
